Preheat oven to 400°. Line rimmed baking pan with parchment paper; spray with cooking spray. In large bowl, stir masa flour, salt and 1¼ cups lukewarm water until a soft dough forms. Divide dough into 4 equal pieces; roll each into a ball. Flatten dough balls into ¼-inch thick by 4-inch wide rounds on prepared pan. Place cheese and franks in center of dough rounds; wrap dough rounds around franks and pinch edges of dough to seal.
In large nonstick skillet, heat oil over medium heat; add wrapped franks and cook 8 minutes or until edges are golden brown, turning twice. Transfer wrapped franks to same pan; bake 10 minutes or until golden brown and cooked through.
In medium bowl, stir salsa, cream, cilantro, cumin and ground chipotle. Makes about ¾ cup.
Serve arepa-wrapped franks with creamy salsa garnished with tomatoes, if desired, ground chipotle pepper and cilantro.
