Preheat oven to 350°. Cook lasagna noodles as label directs.
In large skillet, heat oil over medium-high heat. Add onion; cook 3 minutes, stirring occasionally. Add garlic and bell pepper; cook 2 minutes. Stir in basil, oregano, salt and pepper; cook 1 minute. Add franks; cook 3 minutes. Stir in marinara sauce; heat to a simmer and cook 3 minutes.
In medium bowl, stir egg, ricotta, Cotija cheese and cream.
In bottom of 13 x 9-inch baking dish, spread about 1 cup sauce mixture; top with 3 noodles, ¼ of the remaining sauce mixture, 1/3 cheese mixture and ½ cup Oaxaca cheese. Repeat 2 more layers of noodles, sauce mixture, cheese mixture and Oaxaca cheese. Top with remaining noodles, sauce mixture and 1 cup Oaxaca cheese.
Cover dish with foil. Bake 45 minutes. Remove foil and bake 25 minutes or until top is lightly browned. Let stand 10 minutes before cutting.
